The third FT Business Regulation Forum taking place this time in Berlin will bring together regulators, policy makers and senior industry leaders to discuss stakeholder engagement in regulatory policy and explore the role of the private sector as a participant in collaborative solutions in key areas including integrity and security, health and the environment.

Modern economies need sound regulatory frameworks that are conducive to development, innovation, investment and economic growth. Applied effectively, regulation contributes to a thriving, competitive and smooth functioning marketplace. Carried out poorly regulation undermines business innovation, competitiveness and citizens’ trust in government.
Today, progressive governments and policy makers around the world are concentrating their efforts in delivering “better regulation” – coherent, proportionate rules that are well-targeted and fit for purpose. In this process, they are aiming at reducing regulatory burden and opening up policy and regulation to make it more transparent, evidence based and backed up by the perspectives of citizens and stakeholders.
Key to these initiatives is strengthening the potential for cooperation between policy makers, regulators and market participants to improve decision making processes, to achieve real engagement and to strengthen the legitimacy of the regulations that are eventually issued. Establishing a constructive and open dialogue between policy makers, industry and regulators is essential to ensure positive outcomes. What are the best practices in engaging with stakeholders in the regulatory policy cycle? What is the impact of this engagement on compliance with regulations and better regulatory quality? How can business and regulators establish a constructive dialogue conducive to cooperation on key issues such as the environment, health and security? How can the private sector support and contribute as a proactive player to combat illegal trade? What are the unintended consequences of excessive regulation on illicit trade? What should regulators do in order to engage with consumers and corporations in a fast-moving regulatory landscape? How can business shift from a reactive to a proactive stance on regulation?

Combating Illicit Trade – Collaborative Approaches and the Role of Regulation
Illicit trade is and entrenched global phenomenon with far-reaching social, economic, and political impact. Although several efforts have been undertaken to tackle this plight, illicit markets continue to thrive. How can compliance with laws and regulations be incentivised to promote legitimate trade and drive criminal entrepreneurs out of business?
In which cases can excessive or ineffective regulation unintendedly contribute to the promotion of illegal trade instead of to its deterrence? Can it distort competition and make consumers switch to illegal products?
What is working in multi-sectoral international collaboration? How can government, law enforcement and the private sector pull efforts to propose impactful solutions to combat illegal trade?
What is the role of the private sector and its contribution to this multi-level response to illicit trade? How can business act proactively supporting governments and civil society?
